Development Permit By-law
Similar to a Zoning Bylaw, the Development Permit Bylaw provides permitted uses and setbacks for properties in different "designated areas" in Town.
The Bylaw also includes prescriptive Design Guidelines for each area of Town.

Development Permit Amendment Application - McNeely Landing Subdivision - Uniform Developments
TAKE NOTICE that a public Open House will be hosted on February 13th, 2024, between 5:00 p.m. and 6:00 p.m., in the Carleton Place Town Hall Auditorium at 175 Bridge Street, in order to consider the proposed Amendment to the Development Permit By-law 15-2015 in accordance with Sections 34 and 70.2 respectively of the Planning Act, R.S.O. 1990, Chapter P.13.

160 Industrial Avenue
An application for a Class II Development Permit has been received for privately owned lands located at 160 Industrial Avenue (legally described as RAMSAY CON 7 PT LOTS 1 AND 2 RP 27R6481 PART 1 RP 26R2851 PT PART 7 RP 26R2639 PART 23; Town of Carleton Place). The property is designated as “Industrial Campus” in both the Development Permit By-law and Official Plan.
The purpose of the application is to construct a new detached 598 m2 (6,437 sq. ft.) one-storey office building to the DICA Electronics site. A new parking area and access point from Smythe Road is proposed as part of the development. No variations to the performance standards of the Development Permit By-law are proposed as part of the application.

256 High Street
An application for a Class III Development Permit has been received for privately owned lands located at 256 High Street (legally described as CON 12 PT LOT 13 RP 26R2377 PARTS 2 3 AND 4; Town of Carleton Place).
The property is designated as “High Street Residential Sector” in the Development Permit By-law and “Mississippi Residential Sector” in the Official Plan.
The purpose of the application is to redevelop an existing and unoccupied building (former Stoneridge Manor Long-Term Care Home) to a 34-unit apartment building. The proposed development does not consider any physical expansion of the existing building’s current footprint, being 1,395 m2. The application is requesting the approval of the following variations to the Development Permit By-law:
- To permit the use of an Apartment Dwelling in the High Street Residential Sector;
- To permit a reduction to the minimum required parking space dimensions;
- To permit a reduction to the minimum required bicycle parking spaces;
- To permit a reduction to the minimum required interior side yard setback; and,
- To permit a reduction to the minimum required rear yard open space.

An application for a Class III Development Permit has been received for privately owned lands located at 450 McNeely Avenue (legally described as BECKWITH CON 11 PT LOTS 15 AND 16 PT RD ALLOW RP 27R9045 PARTS 1 TO 15 29 PT PARTS 16 TO 20; Town of Carleton Place).
The property is designated as “Highway District” in both the Development Permit By-law and Official Plan.
Purpose and Effect of Application:
The purpose of the application is to consider a proposed commercial development on a vacant portion of the property at 450 McNeely Avenue. The noted vacant land is located at the northeast corner of the property (area of approximately 21,591 square metres). The proposed development will consider the construction of a single commercial retail building (approximate gross floor area of 2,269.34 m2).
The application is requesting the approval of the following variations to the Development Permit By-law:
- To permit a reduction to the minimum required loading spaces; and
- To permit a reduction to the minimum required vehicle parking spaces.

An application for a Class II Development Permit has been received for privately owned vacant lands located in the northwest corner of the Morphy and Mullet Street intersection (legally described as PLAN 276 PT LOT 76 SECTION B; Town of Carleton Place).
The property is designated as “Mississippi Residential Sector” in both the Development Permit By-law and Official Plan.
Purpose and Effect of Application:
The purpose of the application is to construct Duplex Dwelling a vacant property. The proposed use, duplex, is considered a discretionary use in the Mississippi Residential Sector. The application is requesting the approval of the following variations to the Development Permit By-law:
- To permit a reduction to the minimum required front yard;
- To permit a reduction to the minimum required exterior side yard;
- To permit a reduction to the minimum required interior side yard;
- To permit a reduction to the minimum usable landscaped open in the rear yard;
